Most states leave surfacing depth to a standard nobody on the buying side has read. Washington does not. The early learning code puts three numbers in the rule text, in inches, by material, and those numbers change your excavation, your border height and your maintenance budget before you have chosen a single piece of equipment. This page starts with those depths because they are the most actionable rule in the state, then covers what the Washington Wildlife and Recreation Program actually pays, why the federal window is shut until 2028, and why drainage is the thing that quietly ruins Washington playgrounds. If you run a licensed early learning program in Washington, your surfacing obligation is written into WAC 110-300-0146, the equipment and surfaces rule in the Department of Children, Youth, and Families Foundational Quality Standards. The ground under swings and climbing equipment must be a shock-absorbing material at stated depths:
The rule adds two more requirements that sit alongside the depths. Playground equipment must comply with CPSC guidelines, and climbing equipment may not be placed over hard surfaces such as concrete or asphalt. Shock absorbency compliance is tied to ASTM F1292, the impact attenuation standard.
Read the depth list as a construction instruction rather than a maintenance target, because that is how it behaves. Nine inches of wood chips is not nine inches of excavation. You need the nine inches of loose fill, plus a free-draining aggregate base under it, plus whatever geotextile separation layer keeps the two from mixing. That is a subgrade cut of roughly a foot across the entire use zone, and it has to be planned at design stage. Retrofitting depth into an existing pad means either digging or raising the border, and raising the border is how accessible routes get broken.
Four consequences follow from the depth numbers, and all four are cheaper to solve on paper than on site.
Note also what the six-inch line for shredded rubber is not. A shallower rule minimum is not an invitation to specify a thinner section; it reflects the material, not the equipment. Critical fall height is a function of the material at its installed and compacted depth, tested under the consensus standards family that ASTM F1292 belongs to. Ask the supplier for test data at the depth you are actually installing, not at a laboratory depth you will never maintain.
WAC 110-300-0146 invokes CPSC guidelines generically and names ASTM F1292. It does not name CPSC Publication 325, the Public Playground Safety Handbook, or ASTM F1487, by their publication numbers. That is a meaningful gap for a buyer, because F1292 governs the surface and F1487 governs the equipment: entrapment openings, protrusions, guardrails and barriers, use zone geometry.
The fix is a purchasing fix, not a licensing fix. Write ASTM F1487, the CPSC Public Playground Safety Handbook, IPEMA certification and ADA accessibility into the specification and the purchase order. Licensing sets the floor the state will enforce. The consensus standards are what an insurer, a plaintiff's expert and a grant reviewer will read as the standard of care, and none of them care that the WAC stopped short.
One scope note. WAC 110-300 applies to licensed early learning programs. A municipal park playground in Washington is not licensed under that chapter, so a city project inherits no depth rule from it. The park playground is governed by the standards you choose to put in the contract, which is exactly why the contract language matters more on the public side, not less.
The Washington State Recreation and Conservation Office runs the Washington Wildlife and Recreation Program, and the Local Parks category is the one that reaches a neighborhood playground. RCO publishes three ceilings, and the third one carries a trap:
The combination ceiling does not double your build money. If you are buying land and building on it, the development half is still capped at $500,000, so a project that needs $700,000 of construction has a funding gap whether or not there is acquisition attached. Size the construction scope against $500,000 and plan the balance from local funds, donations or a second source.
Eligible applicants in the Local Parks category are cities, counties, towns, federally recognized tribes and special purpose districts. A match is required, and state agencies are exempt from it. RCO lists allowable match broadly: applicant labor, equipment and materials; appropriations or cash; bonds; donations of cash, land, labor, equipment and materials; and other grants. That breadth matters for a small town, because in-house crew time and a donated materials package can carry a real share of the local half. RCO also operates a match reduction policy for qualifying communities, which is worth asking about before you assume the standard share.
Two things to confirm with RCO before you build a budget on them. First, the program page states that match is required and lists the allowable sources, but it does not state a flat match percentage, so get the current rate for your category in writing. Second, eligibility for play equipment itself is not in doubt. RCO's WWRP Recreation page names play areas outright in its Eligible Projects list under Development, Local and State Parks, alongside items such as playing fields, picnic shelters and restrooms. So a play area is an eligible development element on the agency's own page. What still needs a conversation with the RCO outdoor grants manager for your region is how your specific scope, phasing and site fit the category, not whether playgrounds count. Do not let a supplier tell you the answer to that part.
The cycle is biennial. Applications for the last round opened February 11, 2026 and were due April 30, 2026, with awards made every two years. A biennial cycle means the planning question is not whether you can write an application by spring, it is whether your site control, your design and your match are ready in the same biennium.
RCO also administers the federal Land and Water Conservation Fund in Washington. The terms are the strongest on the state's menu: a $2,000,000 grant limit, a $200,000 minimum, and a 50 percent match that may come from appropriations or cash, bonds, donations of cash, land, labor, equipment and materials, and federal, state and private grants.
The applicant list is also wider than WWRP Local Parks. It includes cities and towns, counties, federally recognized tribes, park and recreation districts, school districts, state agencies, and certain special purpose districts legally authorized to manage public recreation or habitat. For a school district in Washington, LWCF is the door that WWRP Local Parks does not open.
The timing is the problem. RCO's page states that the program is not accepting applications in 2026, funding is awarded every two years, and the next cycle is estimated to open February 1, 2028. Treat that estimate as an estimate and verify it with RCO, but plan on the shape of it. A Washington project that wants federal money is a project with a long runway, which argues for spending the intervening period on the parts that always take longer than expected: site control documentation, a current planning basis, geotechnical and drainage work, and a real cost estimate rather than a catalog page.
The Washington State Department of Commerce administers the state Community Development Block Grant program for small, rural cities, towns and counties that are not entitled to receive CDBG funds directly from HUD. Commerce lists community facilities among the eligible activities, which is the hook a playground can hang on when it is part of a facility serving low and moderate income residents.
Be precise about the framing. Commerce does not name playgrounds specifically, so we cannot tell you the program has funded one, and you should not assume it. What you can do is ask the Commerce CDBG program staff directly whether a play area attached to a community facility qualifies under the current method of distribution, and get the answer before you write a narrative around it. If your city or county receives CDBG straight from HUD as an entitlement jurisdiction, the state program is not your door at all; your own consolidated plan process is.
West of the Cascades the design problem is a long, wet, Pacific maritime winter sitting on dense glacial till that barely infiltrates. Puget Sound lowland soils are largely compacted glacial till and outwash over till, and till has very low permeability, so water that lands on a play area tends to perch rather than soak away. Rain spread across roughly October through April means an engineered wood fiber or other loose-fill surface without an underdrain will stay saturated for months, compact under use, freeze at the surface, and lose the critical fall height rating it was bought for at exactly the point in the year it is being used hardest.
Put that next to the WAC depth table and the failure mode is obvious. Nine inches of waterlogged wood chips is not nine inches of shock-absorbing material. It is a saturated mat that compacts toward a fraction of its installed depth and then holds water against the border and the post footings.
The countermeasure is a positively drained section: a perforated underdrain, a free-draining aggregate base, a geotextile separation layer, and a designed outfall that takes water somewhere real rather than to the low corner of the site. Slope the subgrade, not just the surface. On a till site, a sump with nowhere to go is a pond with a lid.
Scheduling is part of the same problem. The reliably dry construction window is short, and excavation and poured surfacing want to land inside it. Wet season work also triggers stricter erosion and soil stabilization conditions under the Washington Department of Ecology construction stormwater general permit. We are not going to quote you the stabilization timelines, because the specific wet season date ranges sit inside the permit document rather than on the landing page. Ask Ecology or your civil engineer for the current condition text and build the schedule around it, because a soil stabilization requirement discovered in October is a change order.
East of the Cascades the story inverts. Spokane is a different climate and a different soil column from Seattle, with a colder, drier profile and a different freeze pattern. A single statewide Washington specification is a sign nobody visited the site. Seattle, Tacoma, Bellevue and Vancouver sit in the maritime pattern; a Spokane project should be specified on its own terms.
Washington public agencies can run a competitive procurement or buy from a pre-competed cooperative contract such as Sourcewell or OMNIA. Cooperative purchasing is legitimate and fast, but it substitutes someone else's specification for yours, so read what was actually competed before you rely on it, and confirm your agency's own adoption requirements.
Whichever route you take, three items belong in a Washington package that routinely go missing. A drainage detail with an underdrain, an outfall and a subgrade slope. A surfacing submittal that shows F1292 test data at the installed depth, with post depth markings for a licensed program. And confirmation, in writing from RCO, that the elements you are buying are eligible in the category you are applying under. Those are what insurers and courts read as the standard of care.

The two programs publish different applicant lists. RCO lists the WWRP Local Parks category as open to cities, counties, towns, federally recognized tribes and special purpose districts. The Land and Water Conservation Fund list is broader and includes school districts, park and recreation districts and state agencies alongside cities, towns, counties and tribes. The catch is timing: RCO states that LWCF is not accepting applications in 2026 and estimates the next cycle opens February 1, 2028, so a district planning around LWCF is planning a multi-year schedule.
