Site prep, drainage and borders: the playground costs nobody quotes you

Every buyer we talk to has an equipment number. Far fewer have a site number, and the site is where playground budgets actually break. The ground under the structure decides what the project costs, how long the equipment lasts, and whether the playground is usable the day after a storm. Here is what site work involves, why two quotes for the same equipment can differ by tens of thousands of dollars, and how to get it priced before you commit to a budget.

Why the equipment quote is not the project cost

A supplier quote is generally for a structure, sometimes with installation labor attached. It is not a construction estimate. The work of turning a patch of ground into a playground is a separate scope, and it typically includes clearing and demolition, excavation to the depth your safety surfacing requires, grading, a compacted sub-base, drainage, footings for the structure, a border to contain the surfacing, the accessible route from an existing sidewalk or parking area, and hauling the spoil away.

None of that is optional and most of it is invisible once the playground is finished, which is exactly why it gets left out of early budgets. If you take an equipment number to a board or a council as though it were a project number, the gap will surface later, usually as a cut to the equipment itself. The five things a site assessment is actually looking for

Slope. Safety surfacing performs as tested when it is a uniform depth, which means the sub-base under it needs to be close to level. A gentle grade is fine and even helpful for drainage. A meaningful slope means cut and fill, possibly a retaining wall, and a serious cost jump.

Soil and how it drains. Heavy clay holds water; sand does not. The same excavation in two soils produces two very different drainage designs. A simple percolation test early on is cheap information that changes the design.

Where the water already goes. Walk the site during or right after heavy rain if you possibly can. Where water pools now is where it will pool in your surfacing basin, only worse, because you will have dug a shallow bowl into the lawn and given the water somewhere to sit.

Utilities and what is buried. Call the national 811 locating service before anyone breaks ground. Old irrigation lines, septic fields, abandoned foundations, and buried debris are common finds on school and church sites and can force the footprint to move.

Access for equipment. If a skid steer or a concrete truck cannot reach the pad, the work becomes manual, and manual work is expensive. Narrow gates, mature trees, and soft turf that cannot be driven on all show up in the price.

Drainage: the failure that ages a playground fastest

Poor drainage is not a comfort problem. It is the thing that quietly destroys the investment. Standing water compacts loose fill so it no longer absorbs a fall, floats and displaces engineered wood fiber out of the use zones where it matters most, breaks down poured-in-place rubber at seams and edges, keeps organic matter and pathogens in the surfacing, and puts post bases in permanent contact with moisture. A playground closed for two days after every rain also quietly loses the community support you need at the next budget cycle.

The standard approach is layered. Grade and compact the sub-grade with a slight fall toward an outlet. Place a free draining aggregate base, typically a clean crushed stone, so water moves down and out rather than sitting under the surfacing. Separate that base from the native soil with geotextile fabric so fines do not migrate up and clog it. Where the water has no natural exit, add perforated pipe in the base bedded in stone and run it to a legitimate discharge point, whether that is daylight at a lower grade, a storm structure, or a dry well.

Two details get missed constantly. The first is the outlet: a drain pipe that runs to nowhere in particular is a drain that fails in year two. The second is the surrounding ground. If the lawn around the playground slopes toward it, you have built a catch basin, and no amount of internal drainage fixes that. Sometimes the cheapest drainage solution is a swale twenty feet away.

Your surfacing choice changes the drainage design too. Loose fill needs depth and containment; unitary surfacing needs a properly prepared and often drainable base beneath it. Our comparison of safety surfacing options covers what each material demands underneath.

Borders: containment, access, and not creating a hazard

The border looks like trim. It is doing structural work. It holds the safety surfacing at full depth all the way to the edge of the use zone, which is where falls actually land, and it stops loose fill from migrating into the grass a shovelful at a time.

Concrete curb, treated timber, composite lumber, and molded rubber curbing all work, and the differences are mostly maintenance and cost. Concrete lasts longest and costs most up front. Timber is inexpensive and eventually rots and splinters. Composite and rubber sit between them, and rubber has the advantage of being forgiving on contact.

Whatever the material, the border must not become the hazard. It should not create a trip edge above the surfacing, present a protrusion, or leave a hard exposed lip inside a fall zone. Guidance from the U.S. Consumer Product Safety Commission and the ASTM F1487 standard describe use zones and hazard conditions; a certified playground safety inspector reviewing the plan before construction is far cheaper than one reviewing it after.

At least one entry must be accessible. That means a route from an accessible parking space or sidewalk that arrives at the play area without a step, transitioning at grade into a surfacing type that is itself firm and stable. A ramped rubber transition or a flush concrete apron are the usual details. Accessibility obligations under the ADA attach to the route and the surfacing, not just the equipment, and retrofitting an accessible entry into a finished border is one of the more annoying change orders in this business. How to get site work priced instead of guessed

Put it in the bid documents. Ask for site work as clearly separated line items rather than one lump sum: excavation and haul-off, sub-base and aggregate, drainage including the outlet, footings, border with the accessible transition specified, surfacing installed to a stated depth, and site restoration. Separated lines let you compare bidders honestly and let you value-engineer one item without reopening the whole project.

Then define who owns what. State plainly whether the equipment supplier, a site contractor, or your own crews are responsible for each line. Require a written statement of what is excluded, and require unit prices for the two unknowns that most often become change orders: rock excavation and unsuitable soil replacement. What kind of border does a playground need?

The border has to do three jobs: contain the safety surfacing at full depth to the edge of the use zone, provide at least one accessible entry point at surface grade rather than a step up, and avoid becoming a hazard itself. Concrete curb, timber, composite, and molded rubber all work when detailed correctly. Rubber and concrete ramped transitions are the most common way to get an accessible entry. Whatever the material, the border must not create a trip edge, a protrusion, or an unprotected fall onto a hard surface inside the use zone.

How much of a playground budget goes to site work?

There is no single reliable percentage, because site work is the most site-specific cost in the entire project. A flat, well drained, easily accessed lawn with good soil is inexpensive to prepare. A sloped site, poor draining clay, buried utilities, rock, no equipment access, or a required retaining wall can push site work toward the cost of the equipment itself. That variability is exactly why you should get a site assessment before you set a budget number, rather than after.
