The estimator above sets a defensible planning range. This section explains what sits inside each line, because the difference between a budget that survives contact with real bids and one that does not is almost always in the lines nobody thought about.
Play structures are priced mainly by capacity and complexity. Capacity is the number of children the structure is designed to serve at once, and it is the figure manufacturers use to size a quote. Complexity covers deck heights, the number and type of climbers and slides, roofs and panels, and whether the design is a catalog composite or a custom layout. A rough planning benchmark of about one thousand dollars per child served, with equipment landing near sixty percent of the total project, holds well enough to set a budget and to sanity check a bid, and it stops holding as soon as the design goes custom or the site is difficult.
Two specification choices move the equipment number more than anything else. The first is post material and finish, since powder coated steel, aluminum and recycled plastic carry different prices and very different maintenance profiles. The second is whether the structure is designed to the two to five year age group, the five to twelve group, or both, because serving both age groups properly means two separated play areas, not one structure with a sign.
Surfacing is the most underestimated cost in the project and the one most likely to be cut when bids come in high, which is the worst possible thing to cut. It is not decoration. It is the fall protection system, and it is measured against ASTM F1292 for impact attenuation at the critical fall height of the tallest designated play surface. If the surfacing does not meet the fall height, the playground is not compliant, whatever the equipment cost.
The area to be surfaced is larger than buyers expect because it is not the footprint of the structure. Under the CPSC Public Playground Safety Handbook a use zone extends at least six feet in every direction from stationary equipment, and swings require a zone extending in front of and behind the swing to twice the height of the pivot. Multiply the real use zone area by the installed cost per square foot before believing any surfacing number. The published planning range of roughly five to twenty two dollars per square foot spans the whole category, with loose fill engineered wood fiber at the low end, bonded rubber mulch in the middle, and poured in place rubber and tiles at the top.
Price the ten year cost, not the invoice. Engineered wood fiber is the cheapest to install and the most expensive to keep compliant, because it displaces from under swings and slide exits, compacts over time, and has to be topped up and raked on a schedule to hold its rated depth. Poured in place rubber costs several times more to install, needs almost no routine top up, and is the only common choice that satisfies ASTM F1951 for accessible surface firmness and stability across the whole play area without qualification. On a ten to twelve year horizon the two often converge, and which one wins depends on the local labor cost of maintenance and on whether the owner will actually do it.
Professional installation typically runs twenty to thirty five percent of the project and it is not the place to economize. Warranties on commercial equipment are generally conditioned on installation to the manufacturer's instructions, which means footing depth, anchoring, hardware torque and clearances all have to be right and documented. Volunteer community builds can work and can count as match on many grants, but they work when a certified installer supervises and signs off, not when the manual is handed to a weekend crew.
This is the line that varies most between two projects with identical equipment. It covers clearing, grading to a workable slope, excavation to the depth the chosen surfacing needs, sub base stone, drainage, and the containment border that holds loose fill in place. A site that already drains and sits close to level might carry a small number here. A site with a slope, poor soil, a high water table, or no vehicle access for a delivery truck can carry a number that rivals the surfacing. Get a survey before the budget is fixed, because standing water under a playground destroys surfacing, voids compliance and is expensive to fix afterward.
Freight is quoted separately by most manufacturers and is sensitive to distance, fuel and whether the site can receive a full trailer. Ask whether the quote includes offloading, because a delivery that requires equipment on site to unload is a cost the buyer usually absorbs.
A shade structure adds a meaningful amount to the project and is worth pricing in from the start rather than adding later, both because engineered footings are cheaper to install before the surfacing goes down and because several grant programs fund shade specifically. In hot climates shade also reduces surface temperature enough to matter for safety, not just comfort.
After the ribbon cutting the recurring costs begin, and public funders expect to see them in the application. Budget annually for inspection by a Certified Playground Safety Inspector, for surfacing top up and depth checks if the surface is loose fill, for hardware and fastener replacement, and for a reserve against component replacement. A commercial structure that is inspected and maintained will run well past a decade. One that is not will fail inspection long before it wears out, and the failure will arrive as a liability question rather than a maintenance question.
Compare bids on scope, not on the total. Ask every bidder to break out equipment, surfacing with the square footage and system named, installation, site work, freight and shade as separate lines. Then check four things. Does the surfacing square footage match the real use zone, or has the bidder priced the structure footprint. Is the surfacing rated to the critical fall height of the tallest deck. Does the site work line reflect the survey, or is it a placeholder. Is installation quoted as certified installation with the warranty intact.
A bid that comes in far below the others is usually not a better price. It is a smaller scope, and the difference reappears as a change order.
