Playground maintenance & inspection checklist: what to check, and how often

Almost every conversation about buying a playground stops at installation day. That is the wrong place to stop. The equipment is a fifteen-to-twenty-year asset that degrades quietly, and the vast majority of injury claims trace back not to a design flaw but to a maintenance condition somebody could have caught. Here is how to build an inspection program that is thorough enough to be useful and light enough that your staff will actually run it.

Start with the two documents that define "reasonable care"

Two references sit behind nearly every playground inspection standard in the United States. The first is the U.S. Consumer Product Safety Commission's Public Playground Safety Handbook, a free publication that describes recommended practice for equipment, layout, and surfacing. The second is the ASTM F1487 standard for public playground equipment, along with F1292 for impact-attenuating surfacing; these are consensus standards published by ASTM International. Neither is a federal regulation binding on most operators, but together they define what a court, an insurer, or a licensing inspector will treat as the reasonable standard of care.

Practically, that means your inspection form should be traceable to them. If your checklist item exists because the CPSC handbook flags that condition, you have a defensible reason for checking it, and a defensible record when you did.

The three-tier inspection model

Trying to do one exhaustive inspection at one frequency fails in both directions: too often and staff stop doing it honestly, too rarely and fast-moving hazards go unseen for months. Split it into three tiers instead.

Tier 1 — high-frequency visual check. Daily for heavy-use sites like schools and busy municipal parks, weekly for lower-traffic church or HOA playgrounds. This is a two-to-five minute walk, not an engineering exercise. You are looking for what changed since yesterday: trash, broken glass, standing water, vandalism, graffiti, missing or loosened hardware, surfacing kicked out of the fall zones under swings and at slide exits, and anything visibly broken or sharp. Whoever opens the site can do it.

Tier 2 — detailed functional inspection. Monthly or quarterly, done by a trained maintenance staffer with tools. This is hands-on. Torque-check fasteners; inspect swing hangers, chains, and S-hooks for wear and opening; check bearings and moving joints; look for corrosion at ground level and at weld points; inspect plastic components for cracking or UV chalking; verify slide surfaces are smooth and their exits clear; test guardrails and barriers for movement; and measure surfacing depth in the compacted, high-traffic zones rather than at the easy perimeter.

Tier 3 — comprehensive annual audit. Once a year, against current CPSC and ASTM guidance, ideally by a Certified Playground Safety Inspector. A CPSI carries the gauges and the training to evaluate the conditions your staff cannot reliably eyeball, and produces a written report you can turn into a prioritized repair and capital plan.

The conditions that generate most of the risk

Head entrapment. Openings that a child's body can pass through but their head cannot — or the reverse — are among the most serious hazards on any playground, and the CPSC handbook describes a specific range of opening dimensions to test for. These are checked with probes, which is one of the strongest arguments for a trained inspector rather than a visual guess. Entrapments also appear after the fact when a component is replaced with a non-original part or a well-meaning repair adds a rail.

Protrusions and entanglement. Bolts that project past the nut, hardware installed backward, broken plastic edges, and open S-hooks can catch clothing or a drawstring. Any hook that has opened up under load should be replaced, not squeezed shut and reused.

Surfacing. This is the single most under-managed system on a playground and the one most directly tied to injury severity. Loose fill — engineered wood fiber, rubber mulch, sand — compacts, decomposes, freezes, and migrates out of exactly the zones where it matters most. Unitary surfacing like poured-in-place fails differently: seams open, edges curl, and it degrades from UV and traffic rather than displacement. Either way, required depth or performance is tied to the critical fall height of the equipment above it, so check your manufacturer documentation rather than assuming a universal number. Drainage and site conditions. Standing water in the use zone accelerates corrosion, washes out loose fill, and creates freeze hazards. Documentation is half the value

An inspection you did not record is, for practical purposes, an inspection that did not happen. Keep a dated log for every tier with the inspector's name, the conditions found, the action taken, and the date the repair closed. Photograph anything you take out of service. Keep the manufacturer's parts and maintenance manuals somewhere findable rather than in a retired employee's desk. When a hazard cannot be fixed immediately, close or barricade the affected component and document that decision; a taped-off swing bay is defensible, a known-broken swing left in use is not.

Budget for it before you buy

The best time to plan maintenance is during procurement, when suppliers are still competing for your business. Ask every bidder for the wear-part list with current pricing, the expected surfacing replenishment interval, the warranty terms broken out by component type, and whether they offer inspection services. The inspector documents conditions against recognized guidance, which both prioritizes your repair list and creates a record showing you exercised reasonable care.

How deep does loose-fill surfacing need to be?

Required depth depends on the critical fall height of the equipment it protects, not on a single universal number. Check the manufacturer's documentation and the surfacing product's tested performance for the fall heights on your site. What matters operationally is that loose fill compacts and migrates constantly, so measured depth in high-traffic zones under swings and slide exits will fall below spec long before the rest of the site does. Measure at those points, not at the perimeter.

What should a playground maintenance budget be?

There is no single correct figure, but the reliable planning move is to treat surfacing replenishment, hardware replacement, and periodic component refurbishment as recurring line items rather than emergencies. Loose-fill surfacing in particular is a repeating annual cost. Ask suppliers during procurement for the expected replacement interval and current price of wear parts so you can build a realistic multi-year number before you sign.
